Working with school districts serving high populations of students on free/reduced lunch, researchers, policy makers, and philanthropy, the LearnPlatform research team developed and received iterative feedback from all groups to develop UER Form v1.0.

No. The UER Form v1.0 is free and provided under an open source, creative commons license for any education stakeholder to use.

Anyone can use the UER to submit ESSA-aligned evidence, including edtech providers, independent researchers, research organizations, federal organizations, education associations, and K-12 districts and state organizations.

Anyone can download the UER Form v1.0 in fillable pdf format at EvidenceReports.com. Completed UER Forms can be provided to participating organizations. Starting in July 2022, anyone can also upload their completed UER to share evidence in the searchable proof-of-concept UER Library.

You do NOT have to pay to use UER. We do ask you to register to download the fillable PDF form, so we can inform you of any updates to the form as well as any news pertaining to the Universal Evidence Report. You can opt-out at any time.

The UER v1.0 is copyrighted to ensure consistency across organizations, but is provided as an open source form for free use. Universal Evidence Report (UER) Form v1.0 by LearnPlatform, Inc. is fillable as licensed under a Creative Commons Attribution-ShareAlike 4.0 International License.

Initial development of the UER v1.0 was funded through separate but converging grants provided by the US Institute for Education Statistics SBIR Phase II grant program and The Bill & Melinda Gates Foundation. Through these grants, LearnPlatform coordinated an 18-month iterative process and applied an equity, market and research lens to ensure the broadest applicability for practitioners. Through contractual agreement, LearnPlatform ensures public access to the resulting artifacts.

LearnPlatform, a for-benefit research organization, received federal and philanthropic support for the initial development of UER 1.0 and launch of the proof-of-concept library. Collaborators are actively adopting UER, and will be coordinating with philanthropy and federal agencies for future enhancements. Questions and supporters can email UER@evidencereports.com.
